Communication, Engagement & Co-Production
In February 2019, the local area SEND inspection was carried out jointly by the CQC and Ofsted. As a result, the CCG and Stockton On Tees Borough Council were asked to produce a written statement of action to outline how they were going to improve the areas that, the inspectors felt that there were significant weaknesses. One of these areas is communication, engagement and co-production.
Stockton on Tees Borough Council, along with the CCG, Catalyst and SPCF are working together to understand how well this is carried out currently. How you, as parents and carers want this to be done in the future and to find some individuals who would be willing to participate at different levels.
EHCP Development
Over the past year, Stockton Parent Carer Forum has been working closely with Stockton Borough Council and providing feedback to them regarding the issues that parents/carers have with EHCP’s. With support from NDti, education, health, social care, parents and carers came together to carry out a sample quality assurance audit of the EHCPs in Stockton on Tees. The results of this were as expected, but it highlighted the areas needed to improve the process for children, young people, parents and carers as well as professionals.
Evidence showed that often the plans were not very person-centred and didn’t tell you about the child as an individual. It also showed that the longer the child/young person had the EHCP, the less up to date information within the document there was. The local authority has taken this on board and is currently in the process of redesigning the EHCP to make it more child/young person-focused, looking at person-centred planning and how this would look within formulation meetings and annual reviews.
Alongside a facilitator from NDti, we are hoping to offer a virtual session where parents would be able to feedback on the current developments that have been made, provide input to the design of the documentation and how to make meetings with professionals regarding EHCP’s better.
These sessions will be virtual, and we are looking at the best way of ensuring that the sessions are as productive as possible, there will be potentially two sessions that would be 2hrs long each. We have a number of potential dates which you would need to be available for (not all)

SPEECH & LANGUAGE
We have been working with SALT over the last year, advising them that there has been a lack of information provided from the service to parents to support them when there is no direct intervention required from a therapist or those who may need initial and basic input to alleviate any concerns that they may have with their child/young person.
We are looking at holding a session with Simon in the coming weeks. If there are any parents who would like to be involved could you contact us via email and let us know what time is most suitable for you to hold these sessions on the email below

Short Breaks Grant Feedback
The short breaks grant has been adapted to meet the needs of children and young people with SEND and their families during the COVID-19 pandemic. The current period has allowed families to purchase equipment for their homes to ensure children and young people are able to participate in activities at home and meet their various needs.
We are currently working with the local authority to ensure that the next period continues to meet the needs of families going forward. Please take part in this very short survey to provide feedback, we will be liaising with the local authority to ensure that the voices of parent carers are heard in the further development of the short breaks grant.

EHCP CONSULTATION
The local authority with partners and SPCF has been developing a new format for the Education Health Care Plan document. The aim was to make the document more person-centred and ensure that the information within it is clear and concise in its description of the child/young person, provision required and outcomes to be achieved.
The local authority would like to share this with a small group of parents (10-12) that would be willing to look at the proposed document and provide feedback.

Early Years Peer REview
The local authority is participating in a Peer Review of their early years offer, specifically looking at speech, language and communication. We have an opportunity for parents to feedback to these individuals.
